Flaco, a Eurasian eagle-owl who became infamous after he escaped from the central park zoo a year ago, was found dead last week after striking an 8th floor window. Assembly Member Anna Kelles has taken the occasion to renew efforts to pass the Bird Safe Buildings Act (S.7098/A.7808). The legislation has been renamed the FLACO (Feathered Lives Also Count) Act, and will require new or renovated buildings to change windows to help avert bird strikes.
